He was born on August 17, 1963 in Lewisburg, a son of the late Donald Mann of Mifflinburg and Sharyn Thelma (Ebright) Guinter of Milton. On November 22, 1993, in Mifflinburg he married the former Willette Sharp, who survives.
Chester was a graduate of Mifflinburg High School.
Chester was retired from DCNR where he worked on maintaining mountain roads.
Surviving are three daughters, Julie Paul of Millmont, Mallory Mann of Sunbury, Kimberly Hollar of Sunbury, one son, Kevin Paul, Jr. of Middleburg, five grandchildren, three sisters, Donna Shultz of Sunbury, Annette Klinefelter of Forest Hill, Dawn Dewald of New Jersey, one brother, Donald Kizer of Milton. .
He was preceded in death by grandparents, Russ and Emma Mann.
A memorial service is being planned for a future date.
